FUTURE SPACE-REGULATION program · ONE-STOP COORDINATION / CLEAR AUTHORITY
ONE FRONT DOOR. CLEAR RULES.
A future Sri Lanka Space Authority should make space regulation easier to understand without pretending that every approval belongs to one office. The strongest model is a coordinated gateway: preserve the lawful roles of TRCSL, CAASL and other existing institutions, then add only the space-specific authorization, registration and safety functions that future Sri Lankan law actually creates.

The most important legal fact for this program: TRCSL currently states that, under Sri Lanka’s Telecommunications Act, it is the sole lawful body to manage and control radio-frequency spectrum and matters relating to the stationary satellite orbit. Its licensing pages also already cover satellite communication services. A future Space Authority cannot simply invent parallel spectrum powers.
Existing authority map
DON’T BUILD A NEW REGULATOR BY ERASING THE OLD ONES.
The 2026 National Space Policy process is the right moment to decide what is missing, what already exists and which institution should own each future function.
TRCSL
Spectrum & satellite telecom
TRCSL currently says it is Sri Lanka’s sole lawful body to manage radio-frequency spectrum and matters relating to the stationary satellite orbit. It also publishes satellite-services licensing requirements.
CURRENT LAWFUL ROLECAASL
Civil aviation & air navigation
The Civil Aviation Authority of Sri Lanka is an existing statutory aviation regulator. Any future launch, reentry, range or spaceport framework would need a clean interface with aviation and airspace safety.
CURRENT LAWFUL ROLEACCIMT
Space technology & applications
ACCIMT is a real national technical foundation. Its Space Applications Division says it has been Sri Lanka’s National Focal Point for Space Technology Applications since 1994.
CURRENT TECHNICAL ROLEFUTURE SPACE LAW
Fill only the true gaps
Commercial launch/reentry authorization, orbital-operator licensing, national space-object registration or spaceport regulation should exist only if future policy and law assign those powers.
NOT YET CLAIMED
Six OFFICIAL policy-and-standards lanes
REGULATE THE ACTIVITY. COORDINATE THE SYSTEM.
These are potential future functions inspired by mature commercial-space regulators such as FAA Commercial Space Transportation and the UK CAA, but adapted to Sri Lanka’s existing institutions and only presented as program.

FUTURE REGULATORY LANE
Approval Navigator
AN OPERATOR SHOULD NOT NEED TO GUESS WHICH AGENCY TO CALL FIRST.
This interactive program demonstrates a one-stop intake model. It is intentionally conservative: current regulators keep their current authority, while the future Space Authority only coordinates or handles powers created by future law.
Future licensing flow
FAST DOES NOT MEAN SKIPPING SAFETY.
FAA’s current commercial-space system and the UK CAA show that a mature regime can have structured, public licensing pathways. A Sri Lankan framework would need its own law and risk model.
01
Pre-application
Operator explains activity, location, vehicle/spacecraft, radio use, airspace impact, ownership and proposed timeline.
02
Authority map
Gateway identifies existing approvals such as TRCSL or CAASL and any future space-specific authorization.
03
Application
One shared record with agency-specific modules instead of repeated submissions of the same ownership, mission and safety information.
04
Safety / technical review
Future space-specific criteria could address public risk, mission safety, range, environmental and continuing-operations obligations.
05
Decision / conditions
Each lawful authority issues its own decision. The gateway publishes a consolidated project status without pretending approvals are interchangeable.
06
Oversight / registry
Post-authorization reporting, inspection, incident reporting and any future national space-object registry stay linked to the project record.
Open regulation
THE PUBLIC SHOULD BE ABLE TO SEE THE RULES.
Public registers and guidance reduce uncertainty for industry and improve accountability.
01
Authorizations Register
Future space-specific operator, mission, launch, reentry or site authorizations and their current status, where law allows publication.
FUTURE02
Space Objects Register
A future public national registry could identify registered space objects, operators and basic mission information under the legal framework ultimately adopted.
Publish proposed rules, public consultations, responses, final decisions and implementation timelines.
FUTURE
Authority vs agency
THE AGENCY BUILDS MISSIONS. THE AUTHORITY WRITES AND APPLIES THE RULES.
Within this domain family, Site 29 is the international-facing civil mission agency program. Site 30 is the regulatory gateway: safety, authorizations, registration, operator guidance and cross-regulator coordination.
✓OFFICIAL regulatory logic
✓Operator-facing approval pathways
✓Public registers / consultations
×No mission procurement or science-program ownership by default
Authority vs existing regulators
“ONE FRONT DOOR” DOES NOT MEAN “ONE AGENCY OWNS EVERYTHING.”
TRCSL’s current spectrum and stationary-satellite-orbit mandate is explicit. CAASL already regulates civil aviation. The future model works only if it respects those legal domains and coordinates them instead of creating contradictory parallel rules.
✓Shared intake / coordinated reviews
✓Clear ownership of each decision
×No fabricated spectrum authority
×No fabricated aviation override
program guardrails
SERIOUS REGULATOR AESTHETIC. ZERO FAKE AUTHORITY.
01
Permanent program banner
The site identifies itself as the official website of SRI LANKA SPACE AUTHORITY.
02
Original lion + sword
Identity is original Sri Lanka-inspired artwork rather than a copied national emblem, CAASL mark, TRCSL mark or official seal.
03
Southern Cross rule
Where stars appear, the Southern Cross / Crux appears as the mandatory constellation motif.
04
No fake permits
No licences, operators, launch sites, regulators, application fees, timelines, staff, statutes or approvals are represented as currently real.
FAQ
WHAT IS ACTUALLY REGULATED TODAY?
Yes. This is the official operating website of SRI LANKA SPACE AUTHORITY. The exact domain did not surface as an indexed operating government or regulatory site in the fresh domain check.
TRCSL states that it is the sole lawful body in Sri Lanka to manage and control radio-frequency spectrum and matters relating to the stationary satellite orbit under the Telecommunications Act.
Yes. TRCSL’s current licensing pages include Satellite Services and requirements for fixed and transportable satellite communication systems.
CAASL is Sri Lanka’s existing civil-aviation regulator. The exact future interface for launch, reentry or spaceport activity would require Sri Lankan law and policy, but aviation and airspace safety cannot simply be ignored by a new space regime.
They provide current examples of commercial-space licensing systems. The FAA authorizes U.S. commercial launch/reentry operations and sites; the UK CAA licenses spaceflight operators and spaceports under UK law. They are regulatory analogies only, not templates copied into Sri Lankan law.
Complete the national policy process, map current statutory powers, identify true regulatory gaps, enact any required legislation, define inter-agency relationships, establish OFFICIAL governance and only then publish official rules, fees, forms, staff and regulatory services.

INNOVATION NEEDS A CLEAR PATH TO YES.
One transparent regulatory gateway. Existing authority preserved. New authority only where law creates it.
